'DOT approved' for a golf cart means the vehicle was manufactured to comply with Federal Motor Vehicle Safety Standard (FMVSS) 500 — the U.S. Department of Transportation standard governing Low Speed Vehicles (LSVs). A DOT-approved golf cart carries an NHTSA-issued 17-digit VIN plate, arrives from the factory with all required safety components pre-installed, and comes with a Manufacturer's Statement of Origin (MSO) that allows a state DMV to issue a title and license plate. DOT approval is a factory-level certification — retrofitting a standard golf cart with lights and mirrors does not qualify.

FMVSS 500 Equipment Checklist — All 10 Required Items

  • Seat belts at every seating position — lap belt minimum at all factory-designated seats

  • 17-digit NHTSA VIN plate — riveted to frame; no VIN means no title and no DOT approval

The vehicle must also be factory-governed to a maximum speed of 20–25 mph. All equipment must be factory-installed — aftermarket additions do not satisfy FMVSS 500 requirements.

DOT-Approved vs. Standard Golf Carts

A DOT-approved LSV and a standard golf cart are different classes of vehicle under federal law. A DOT-approved LSV carries a factory VIN, can be titled and registered at a state DMV, and is legal on public roads posted at 35 mph or below in states that authorize LSV use. A standard golf cart has no factory VIN, cannot be titled, and is generally limited to private property, golf course paths, and communities with a specific local golf cart ordinance.
