Florida Golf Cart Laws: County-by-County Guide

Florida has more golf carts per capita than any other state — and the legal framework to match. While Florida Statute §316.212 provides the statewide baseline, local counties and municipalities have broad authority to expand or restrict golf cart use. This guide covers the key jurisdictions relevant to TIGON Golf Carts customers across Florida.

Statewide Baseline (Florida §316.212)

Golf carts (non-LSV) may operate on public roads if:

  • The road is posted 30 mph or less
  • The local governing authority has authorized golf cart use on that road
  • The road connects a golf course to another golf course or a golf cart community road

LSVs (Low Speed Vehicles under Florida §320.01) may operate on roads posted up to 35 mph with proper title, registration, and insurance.

Citrus County

Among the most golf-cart-friendly counties in Florida. The Citrus County Board of County Commissioners has authorized golf cart use on designated county roads. Golf carts are common in:

  • Crystal River (34428) — extensive golf cart-permitted zones downtown
  • Inverness (34450) — downtown Inverness has active golf cart traffic
  • Beverly Hills (34465) — large retirement community with high cart density
  • Citrus Springs (34434) — many community roads permit cart traffic
  • Homosassa (34446, 34448) — Nature Coast community with popular cart use

TIGON's Lecanto location (34461) is in the center of Citrus County. Call 352-453-0345 for local road approval status.

Marion County (Ocala)

Marion County has authorized golf cart use on many county roads. The Ocala area has a large number of golf cart communities, particularly in retirement developments. The northern portion of The Villages extends into Marion County with full cart path access.

Sumter County

Home to much of The Villages, Sumter County has one of the highest golf cart densities in the world. Golf carts operate freely on The Villages' private road network. Public road use outside The Villages requires standard LSV compliance.

Pinellas County

Dunedin: City-authorized golf cart zone covering much of the downtown. Must register with the city and display a city golf cart decal.

Tarpon Springs, Safety Harbor: Community-level authorization varies by neighborhood. Check with Pinellas County or your specific municipality.

Nassau County (Fernandina Beach / Amelia Island)

Fernandina Beach actively promotes golf carts as alternative transportation. The city has an extensive permitted zone map available through the city clerk's office.

Volusia County (Daytona Beach area)

Several Volusia communities permit golf carts including New Smyrna Beach and DeLand. The specific permitted road network is available from Volusia County Traffic Engineering.

Collier County (Naples area)

Marco Island has city-authorized golf cart zones. Naples proper has more restrictions — most use is confined to private communities.
