Street-Legal Golf Cart Rules in New Jersey
If you live near the Jersey Shore, Ocean County, or any of New Jersey's golf cart-friendly communities, you've probably seen golf carts rolling down local streets. But are they legal — and what does it take to make yours road-ready?
TIGON Golf Carts serves New Jersey customers at four locations: Ocean View, Bayville, Waretown, and Rio Grande. We help hundreds of NJ customers navigate the registration and compliance process every year.
New Jersey LSV/NEV Legal Standard
Under New Jersey law, golf carts operated on public roads must qualify as Low Speed Vehicles (LSV) or Neighborhood Electric Vehicles (NEV) under 49 CFR 571.500. This means:
- Maximum speed: 25 mph
- Electric power only for NEV classification; LSV can be gas or electric
- Must be manufactured with federal safety compliance label
Required Safety Equipment
To legally operate on NJ public roads, your cart must have:
- Headlamps (white, front-facing)
- Tail lamps (red, rear-facing)
- Stop lamps (activated by braking)
- Turn signal lamps (front and rear, both sides)
- Hazard warning lights
- Exterior mirror (driver's side at minimum)
- Windshield (AS-1 or AS-5 rated glass or plastic)
- Seat belts for every seating position
- Parking brake
- Reflex reflectors
- VIN and federal compliance label
NJMVC Registration Steps
Insurance Requirements
NJ requires minimum liability coverage for street-legal golf carts. Many homeowner's insurance policies can be extended to cover NEVs/LSVs at low cost. Dedicated golf cart insurance policies are also available through several NJ insurers.
Shore Town & Municipal Rules
State law sets the minimum standard — municipalities can add restrictions:
- Ocean City, NJ: Registered golf carts permitted on designated streets; check city ordinance for hours and restricted areas
- Long Beach Island: Borough-by-borough rules apply; Surf City, Ship Bottom, and Beach Haven each have specific regulations
- Wildwood/Cape May: Check Cape May County municipal codes; many communities are golf-cart-friendly
- Berkeley Township / Toms River area: Ocean County communities generally follow state LSV rules
Where You Cannot Drive
- Interstate highways (I-195, I-295, GSP, NJTP) — absolutely prohibited
- Roads posted over 35 mph
- Bridges and tunnels unless specifically permitted
