Street-Legal Golf Carts Explained by TIGON Golf Carts

What Does "Street-Legal" Actually Mean for a Golf Cart?

Driving a golf cart on a public road without the proper vehicle classification, registration, and equipment is illegal in virtually every U.S. state. At TIGON Golf Carts, we get this question daily across our 15 physical stores: *"Can I drive this on the road?"* The answer depends on three things — the cart's classification, your state's laws, and the posted speed limit of the road in question.

The Three Classifications Explained

NEV — Neighborhood Electric Vehicle

Governed by 49 CFR Part 571.500, NEVs are federally regulated electric vehicles with a maximum speed of 25 mph. They can operate on roads posted 35 mph or less. Required equipment includes:

  • Headlights, taillights, brake lights
  • Turn signals and hazard lights
  • Rearview mirrors
  • Seatbelts for all occupants
  • VIN and federal safety label

LSV — Low Speed Vehicle

LSVs share the same federal standard as NEVs (49 CFR 571.500) but are more broadly recognized at the state level. The terms are often used interchangeably. Maximum speed: 25 mph. They must be titled, registered, and in most states — insured.

MSV — Medium Speed Vehicle

An emerging classification in states like Utah, MSVs can operate at 35–45 mph on roads posted up to 45 mph. Equipment requirements are more stringent, including windshields, more robust lighting, and sometimes airbags.

Required Safety Equipment

Regardless of classification, street-legal carts must have:

  • Headlights (white, forward-facing)
  • Taillights and brake lights (red, rear-facing)
  • Turn signals (front and rear)
  • Reflex reflectors
  • Parking brake
  • Rearview mirror
  • Windshield (tempered glass or approved material)
  • Seat belts
