New Jersey registers factory-certified Low Speed Vehicles (LSVs), not standard golf carts. Under N.J.S.A. 39:4-31.1, an LSV must be titled, registered, and insured through the NJ Motor Vehicle Commission. A registered LSV may operate on New Jersey roads with a posted speed limit of 25 mph or less, and on roads posted up to 35 mph only where operation has been specifically authorized. The driver must hold a valid driver's license. Standard, non-LSV golf carts are limited to private property and any narrow local allowances your municipality has adopted.
