Florida golf cart laws explained — Fla. Stat. §316.212 designated roads, the 2023 license/ID requirements, and §316.2122 LSV rules for 35 mph roads statewide.
Since October 1, 2023, Florida law (Fla. Stat. § 316.212) requires golf cart operators under 18 to hold at least a learner's permit or driver's license, and operators 18 and over to carry a valid government-issued photo ID. To drive a registered Low Speed Vehicle you must hold a valid driver's license. Related: Golf carts in Florida
A golf cart (top speed under 20 mph) may only be driven on streets designated for golf cart use by the county, municipality, or FDOT, generally during daylight. A Low Speed Vehicle (20–25 mph, Fla. Stat. § 320.01) must be titled, registered, and insured, and under § 316.2122 may operate on any Florida street posted 35 mph or less. Florida's FLHSMV publishes guidance on both classes. A registered LSV in Florida must carry PIP (personal injury protection) and property damage liability coverage, like other registered vehicles. Standard golf carts used on designated local streets are not required by the state to carry insurance, but many counties and communities require it.
